MassDEP Increases Facility PSRs 33% by January 1st
MassDEP has announced a schedule for incremental increases in the Process Separation Rate (PSR) minimum threshold for Construction & Demolition (C&D) Handling Facilities. By 2030, facilities will be required to achieve a 25% PSR. This effort aligns with the C&D Action Plan's objective to enhance collection and processing, as outlined in the 2030 Solid Waste Master Plan (SWMP). Incremental Increase Schedule:
- 2020: 15% (currently in effect)
- 2025: 20% (effective January 1)
- 2027: 23% (effective January 1)
- 2030: 25% (effective January 1)
Facilities must submit a revised Waste Ban Compliance Plan reflecting these changes at least 60 days before each effective date. Detailed requirements and the compliance plan form can be found on the MassDEP website.

Gypsum Wallboard Recyclers: Help Needed for Life Cycle Analysis
The CDRA Gypsum Recycling Committee has initiated a member-sponsored Life Cycle Assessment (LCA) for recycled gypsum. To increase recycling and support market development, industry data is crucial to understanding and promoting the environmental impact of using recycled vs. virgin material. A third party survey is being conducted to collect necessary data and we’re looking for more recyclers to participate, including non members. Results will be aggregated and individual responses not shared with members. Survey responses are requested by mid-August. If you know any companies that process or use recycled drywall, please refer them to Executive Director Terri Ward.

End Markets Committee During this meeting, Chair Will Hancock reminded the group of the committee’s aim to promote knowledge and collaboration among recyclers and find new uses for recycled materials. He introduced Craig Szabo, Director of Technology for OPTA, who offered an overview of their new Waterdown, Ontario processing facility opening this fall, where MRF glass is being converted into Performance Pozzolans to be used as Supplementary Cementitious Material for Portland cement. He emphasized the special environmental benefits of using ground glass in concrete. The introduction of this material significantly reduces concrete carbon emissions and improves the quality, durability, and even the look of the final product. Read more. Gypsum Recycling Committee Chair Terry Weaver shared the latest updates during our most recent meeting with committee members. The Life Cycle Analysis project has begun, with phase 1 expected to be completed this fall. A gypsum recycling focus is expected to be offered in Dallas during C&D World 2025 and a digital library is planned as part of the next version of the CDRA website. Discussions continued around Proposed Extended Producer responsibility legislation and third-party verification of recycling rates.
Executive Director Heidi Sandborn of the National Stewardship Action Council, a non-profit advocacy group, is eager to work with a CDRA task force in the coming weeks as California lawmakers prepare for their 2025 legislative session, while keeping in mind it’s CDRA’s “intention of providing comments and recommendations which would increase recycling while avoiding unintended consequences,” according to Chair Terry Weaver. The committee discussed current statistics for membership, and we are excited to announce that we have surpassed last year's membership numbers with more than two months left in the 2024 membership recruitment campaign. LinkedIn analytics were reviewed, and we discussed expanding our social presence to Instagram as part of our future marketing strategy. Since the Shingle Recycling Forum registration is now open, the committee discussed current marketing efforts and the importance of members' support in putting the word out about the event. The meeting ended with a conversation regarding our current membership and dues structure and the process needed to evaluate this so we can align with our member value goals.
