Committee Corner: Legislative and Regulatory Update

Thanks to those who attended our Legislative Committee virtual meeting on August 1st. Access to committee meetings is an exclusive benefit for CDRA member company employees, and all are invited to participate. The main focus of the meeting was how to best interact with state and local government officials to influence regulations and legislation that will increase construction material recycling. Andrea Johnson of van der Linde Recycling and Richard Ludt of IRS Demo shared their experiences in approaching and working with these officials. The work starts with educating them about the industry and explaining why recycling is essential. It continues with discussions on pressing current issues while offering input on matters of particular importance to C&D recyclers.

A recap of discussions held between CDRA and California officials promoting the highest and best use for end markets drywall recycling was also shared. There will be a push in the state’s next legislative term to make this happen. Also covered was an update on the Massachusetts DEP’s announcement to increase the required recycling rates for C&D handling facilities in the state to a 20% minimum starting next year. An update was provided on the effect of California’s AB2953 law that requires cities and counties to develop specifications for using recycled aggregates in their roadways. To that end, San Diego County has developed a guideline to compliance document for AB2953, and a copy of that document as well as helpful presentation slides offered by Andrea and Richard, were shared following the meeting.
